What is the highest hardiness zone?
A couple of locations on the northern coast of Puerto Rico have the warmest hardiness zone in the United States at 13b. Conversely, isolated inland areas of Alaska have the coldest hardiness zone in the United States at 1a.
USDA Plant Hardiness Map:
Zone 1 is the coldest; zone 11 is the warmest. The USDA Plant Hardiness Zone Map helps gardeners determine which plants are most likely to thrive at a location. The map is based on the average annual minimum winter temperature, divided into 10-degree F zones.
Each zone is further divided into subzones a and b, with the former being 5 degrees Fahrenheit cooler than the latter. Zone 5a Winter lows are between -20 and -15 degrees Fahrenheit, while zone 5b is -15 to -10 degrees Fahrenheit.
USDA Zone 7
The zone includes Long Island, coastal New Jersey, eastern Maryland, most of Virginia and North Carolina, western South Carolina, southern Tennessee, the northern halves of Georgia, Alabama and Mississippi and much of Arkansas.
Cold Hardiness zones are based on the average annual minimum temperature in a given area of the country, with USDA Zone 1 being the coldest at minus 50 degrees F and USDA Zone 13 the warmest at above 60 degrees F. Each of the map's colored zones is separated by 10 degrees.
It extends through parts of the South (Georgia) and the Midwest (Ohio, Kentucky, Kansas) and covers temperate regions of the Southwest (Arizona, Colorado, New Mexico, Utah). It ends in the Northwest (Idaho, Montana, Washington, and Oregon). Parts of Alaska, Maine, Massachusetts and New Hampshire also fall into Zone 6.
In North America, Zone 8 is one of the warmest zones, containing much of the southern quarter of the United States, including much of North Carolina, South Carolina, Georgia, Alabama, Mississippi, Florida, Louisiana, Arkansas, Texas, Arizona, California, and coastal Oregon and Washington.
USDA Hardiness Zone 7 features a temperate climate with average minimum winter temperatures ranging from 0°F to 10°F (-17.8°C to -12.2°C).
So if a plant tag lists a zone that is either hardier or less hardy than the general species it isn't necessarily a mistake. It is also sometimes possible to take a plant that is one zone less hardy than your zone and bring it through the winter. If you live in zone 5, a zone 6 plant could be perennial for you.
The USDA Hardiness Zones 9-11 comprise the hottest and most tropical regions of the United States, including Hawaii. Zone 9 includes central Florida, southern Louisiana and Texas and stretches up the west coast in a narrow band on the western coast of California.

The Zone 9 map includes the following states: Florida, Georgia, South Carolina, Texas, Alabama, Louisiana, Mississippi, Utah, New Mexico, Arizona, Nevada, California, Oregon, Washington, and Hawaii. Every USDA Hardiness Zone is divided into two subsets.
The average minimum winter temperature in Zone 10 is thirty to forty degrees Fahrenheit, making it ideal for winter gardening. Zone 10 of the map includes equatorial parts of North America, including southern California, southern Florida, and Hawaii. There are two subsets of Zone 10: 10a and 10b.
For example, zone 8 covers coastal, high latitude, cool summer locations like Seattle and London, as well as lower latitude, subtropical hot summer climates like Charleston and Madrid.
The Department of Agriculture has designated four zones in Florida--8, 9, 10, and 11. The USDA hardiness zones are based on the average lowest temperatures, helping you choose plants that can survive the winter.
Because the state is so large, it is actually further broken down into Northern and Southern planting zones. A northern half of a California planting zone can be anywhere from 5a to 10b. The southern region has zones 5a to 11a.
These zones are defined by average annual minimum temperatures. For example, a zip code in which the average annual minimum temperature is between -15 and -10 Fahrenheit is assigned to hardiness zone 5B.
It extends across the northern part of the Central US (including Minnesota, Iowa, Nebraska, and Wisconsin). It reaches all the way to the Northwest (including Montana, Wyoming, Northern California, Oregon, Washington, and Idaho). Parts of Colorado, Nevada, and Alaska also fall under Zone 5.
Zone 4 plants can withstand minimum chill temps from -30°F to -20°F. You can find this zone in Montana, Wyoming, North Dakota, South Dakota, Minnesota, Wisconsin, and northern areas of Eastern states such as New York, Vermont, New Hampshire, and Maine.
Zone 1 covers the West End, the Holborn district, Kensington, Paddington and the City of London, as well as Old Street, Angel, Pimlico, Tower Gateway, Aldgate East, Euston, Vauxhall, Elephant & Castle, Borough, London Bridge, Earl's Court, Marylebone, Edgware Road, Lambeth North and Waterloo.
USDA Hardiness Zone 3 is characterized by its cold climate, with average minimum winter temperatures ranging from -40°F to -30°F (-40°C to -34.4°C).

USDA Hardiness Growing Zones
Growing zones are based on average annual minimum winter temperatures and separated out by a margin of 10 degrees Fahrenheit. USDA growing zones range from 1 to 13, but the continental US only ranges from 3 to 10.
The mid-south, USDA Zone 7, is characterized by mild winters, hot and humid summers, and a long growing season. Many perennials, shrubs, and vines are hardy to Zone 7 and have no trouble getting through the winter. However, they are challenged when summer brings a moist, humid atmosphere yet fluctuating rainfall.
If a range of zones, for example, zones 4-9, is indicated, the tree or perennial is known to be hardy in zones 4, 5, 6, 7, 8, and 9. Suitable hardiness means a plant can be expected to grow in the zone's temperature extremes, as determined by the lowest average annual temperature.
Arizona consists of Zone 7, 8, and 9. The low desert of the Phoenix valley is zone 9 and the outlying desert areas are zone 8/9. The mountains are zone 7.
