Right now the way to get this treasure is to us Goblin Glider Kit from the high point near the windrider. Use goblin glider at 63.80 29.00. Treasure looks like a small feather on the ground.
The best mobs to farm Tattered Wildercloth are the Brinetooth mobs in the Azura Span. They are all hyperspawning and they are really close to each other, so you can often pull 7-8 together. This spot is right next to the Brinetooth farming place. The Dragonkin mobs around the Tower of Ishkdormi are all hyperspawning.
